Dr. Cenan Oktay was born in 1965 in Plovdiv-Bulgaria. He completed his primary school education in Istanbul in 1977. He completed his secondary and high school education at Istanbul Erkek High School, which provides education in German. He graduated from Trakya University Faculty of Medicine in 1984.

Due to his interest in surgery, he completed his General Surgery internship while he was a student, Heidelberg University Head of Surgery Clinics in Germany, Prof.Dr. ch. He did it with Herfarth.

He graduated from the Faculty of Medicine with his 3rd degree in 1990 and started his General Surgery specialization training at SSK Okmeydanı Training Hospital in Istanbul in September-1991. Due to his interest in Liver and Bile Tract surgery, he graduated from Istanbul University for 4 months in 1999. He worked actively in the General Surgery Department of Liver and Biliary Tract Surgery. During this time, he continued clinical and experimental studies.
